Abstract: With the move of Chengong university town in Kunming， teachers and students in the town have formed tremendous contrasts with the surrounding residents in respect of knowledge, degree and cultural quality. The university libraries of Chengong university town should unite together and use their cultural advantages in order to improve the residents qualities and popularize the professional and technical knowledge. The university libraries of the town may make contributions to construction of Yunnans public cultural service system and building the regional harmonious society. This paper，using literature method mainly，analyzes the necessity and probability of cultural service to the surrounding residents and elaborates the contents and patterns of the public cultural service.
