Abstract: This paper takes 18 villages in 4 border counties and cities such as Hekou, Zhenkang, Mengla and Ruili for example, the research isbased on the economic development capacity of rural grassroots party organizations.The study shows that the weak financial capacity,collective economic weakness, fragile financing capacity, single industrial structure, slow development of specialized cooperatives, littleleading role of rural organizations,are the main factors to affect economic development capacity of rural grassroots party organizations atborder ethnic areas.Therefore,laying a solid economic foundation, creating characteristic cuttingedge economy, adjusting the industrialstructure in rural areas,strengthening cooperation in economic and organizational functions, improving the village cadrestreatment andquality, are important ways to improve the economic development capacity of rural grassroots party organizations at border ethnic regions.
