Abstract:
As an important part of the national student loan project, hometownoriented studentaided loans can significantly lead to educational equity andlet the impoverished students who have lending demand obtain loans successfully. However, there many problems in the operation of the hometown-oriented student-aided loans,the distribution of responsibility and authority is unreasonable, the identification become a mere formality in the work concerning the impoverished students, the operatingmechanisms are sluggish, the legal system is need to be strengthened. This essay aims at analyzing those problems and exploring the deep level reasons, accordingly puttingforward countermeasures mainly from four aspects which are to strengthen the legal system construction, distribute the responsibility and authority appropriately, improve themechanism of impoverished students identification and polish the coordination and operation mechanisms.
