Abstract: There are 25 border counties in Yunnan bordering Vietnam, Laos, Myanmar and the boundary line reaches a length of 4061 kilometers. However,the ethnic and religious issues of frontier region are complex, the task of poverty alleviation is arduous, the social management is to be innovated, the loss of national cultural is serious,the task of anti-drug AIDS prevention is onerous and the situation of penetration and anti-penetration is serious. Therefore, to strengthen the capacitybuilding of rural grassroots party organizations governing the frontier areas is related to the strategy of Yunnan bridgehead construction, the progress of national unity and the overall situation of frontier consolidate peace. In this paper, we conduct a survey of eight towns in four counties in Yunnan border in the form of questionnaires and we conduct the empirical analysis on the ability of governing the frontiers of Yunnan rural grassroots party organizations applying logistic regression. Then we draw the conclusionthat the rural grassroots party organizations of the frontier minority areas of Yunnan have certain governing ability.
