Abstract: With speeding up of kunming city urbanlization，there are many problems existing in urban-village renovation process, such as without the unified legal guideline in the village, many legislation defects exesting in the local administrative regulations, and weak legal awareness among farmers. The reform of urban village involves multiple interested parties, and the legal relations are complicated. Administrative legislation is the breakthrough point to reform smoothly. The author analyses the law relations of current urban village reformation，putting forward proposals for the perfection of existing law, improvement of the local legislation and training legal awareness for land-losing farmer，and tries to build up an effective law system pattern for the reform of urban villages.
