Abstract:
Student village policy has been implementedfrom the local government system changes to the states strong implementation, after years of practice. Hows the performance of the policy? This paperimplements the empirical investigation through three levels, including: parts of college-graduate village officials in Yunnans university, villagecadres, and villages, and then tests the four main policy objectives, finally gets the results: improving the quality of cadres in rural areas and promoting the building of rural grassroots political power obtain a certain performance;promoting rural economic and social development obtains an unobviousperformance; providing students new employment channel obtains a negative performance. Overall, the performance of public policy is not ideal. Fundamentalreason is that theoretical knowledge of fresh graduates is in the incubation period, their skills and knowledge are difficult to solve the rural social andtechnical issues, the corresponding system is flawed, which can only contribute to the constant flow of them.
