Abstract: In the changing context of economic system, social structure, the pattern of interests and ideas, the goal of public policy is becoming increasingly complex. To realize public interest is the fundamental goal of public policy, but the concept public interest is abstract, which is changeable, floating and complicated. Different people have different preferences and requirements toward public policy, and any public policy can not appeal to all different people, so adjusting public policy value goal and rational goal, obtaining a balance between various interests that will be the prerequisite for government to make and implement effective public policy. To study value goal and rational goal of public policy, construct and improve adjustment mechanism and explore the adjustment way will be beneficial to our public policy practice.
