Abstract: Through scientific definition of creative leisure agriculture connotation, the author advocates leisure agriculture is the creative leisure agriculture's budding or initial stage. Basing on scientific exposition of the achievements and development, overall layout of the Hunan creative leisure agriculture was planned to be one coretwo ringsthree plates. One core refers to the plate of Changsha-Zhuzhou-Xiangtan urban city cluster； two rings refers to the plate of wetland idyllic of Dongting Lake, and forest oxygen bar-fitness regiment on four mountains；three plates refers to the plate of folk style pastoral of western Hunan, the plate of Huxiang cultural of south central Hunan, and the plate of red rural tourism. In order to form the one coretwo ringsthree plates layout as soon as possible, security measures for the layout adjustment and optimization have been proposed.
