边疆绝对贫困少数民族地区扶贫发展探索——以云南省文山州山瑶扶贫发展为例

Probe Poverty Alleviation Way of Absolute Poverty Minority in the Border Area：Take the Shan-yao Development in Wenshan of Yunnan Province as an Example

摘要: 云南省文山州山瑶至今仍然处在绝对贫困的状态，当地政府按照搬家、种树、办教育的总体发展思路，结合山瑶群众集聚区的实际情况，积极探索山瑶扶持发展新模式，在搬迁安置、退耕还林、民生保障、教育培养、产业发展和资金配套政策等方面实行超常规的特殊扶持政策，对当地经济社会产生了巨大的影响，对少数民族地区的发展具有积极的借鉴意义。

Abstract: The Shan-yao is poverty in the autonomousprefecture of the Yunnan province, the government corresponds to reality and accords to move house, plant tree and run education, then finds a newdevelopment way. The way includes relocation and emplacement, returning the grain plots to forestry, guaranteeing the peoples livelihood, developingeducation, geographical industrial development and complement policy. It has had a huge impact about the economy and social. It has a positive meaning about the development on the national minority in the border area.
