Abstract: Face to the new situations, such as internationalcompetitiveness of higher education needs to be improved, higher education of schoolage population decreases ceaselessly, the foreign high quality resources pours into China, we must reform our higher education evaluation system to escape the limitation and the obsolescence. Based on Opinion for University Undergraduate Teaching Quality and Teaching Reform Project during the Implementation of Twelfth 5-Year Plan, we discuss the element and basic for establishing efficient, scientific, standardized education evaluation system. With the system, we will try to improve the regional character and international competitiveness of higher education, and provide effective human resource for the common progress of southeast asia, south asia countries andYunnan.
