Theoretical Construction and Practical Characteristics of Villagers Self-Governance Mechanism：Talking About Perfecting of Villagers' Self-governance System Under the Leadership of the Party Organization

  • 摘要: 村民自治制度因应各类干扰和压力而维持并实现自我平衡和稳定的关键在于制度内在的自我调适机制。通过考察村民自治制度施行和实践的历史进程来探寻村民自治制度的运行机制与运转机理，以此发现村民自治制度进一步完善和发展主要取决于制度本身在持续应对外部挑战所衍生和迸发的内在机制与适应能力，而非单纯依靠外部力量对村民自治制度的强势干预和主导改造。

     

    Abstract: The key that villagers' self-governance system keeps self-equilibrium andstable for coping with various disturbances and stress is self-adapting mechanism. This paper explores perfection and development of villagers' self-governance system depend on its inner mechanism and adaptive capacity by inspecting the history about implement and practice of villagers' self-governancesystem, but not exterior force's intervening and transforming.
