Abstract: Since november 2006, Xiangyun county was identified as the new rural cooperative medical care experimental county by the provincial government, as the correct leadership of the provincial government and the support of the county finance, health, civil affairs and other relevant unites, the new rural cooperative medical care had an effective solution to the problem of coverage of the peasant masses. The new rural cooperative medical care system has been welcomed by the majority of farmers, got a strong impetus to the process of Xiangyun county harmonious society. However, the implementation of the new rural cooperative medical care process, we also found there are some deficiencies in new rural cooperative's fund raising and compensation mechanisms. This article is based on the new rural cooperative medical care survey in Yunnan Xiangyun county, gives a complete set of the new rural cooperative medical care's policy recommendations, provides a theoretical reference to establish a continuous, healthy development of the new rural cooperative.
