摘要: 科学研究是高校三大社会职能之一。阐述了项目申报渠道，提出了科研管理部门应早动员、早组织、做好服务工作；项目申报人要早做准备，加强项目设计、做好项目论证、多渠道开展合作、多写多报、勇于尝试等对策与建议。

Abstract: Scientific research is the concentrated expression ofuniversity' s independence and knowledge, the source of keeping university vitality.The channels for colleges of agriculture to declare vertical, horizontaland school projects is described, the measures and suggestions are proposed that the management department of scientific research should made themobilization, organization, and services as early as possible, the project applicant should prepare early to strength project design, do project feasibilitystudies and the multi-channel cooperation, declare as more as write and dare to try.
