Abstract: The new rural construction is an important policyfor the further development of rural in china. What the basic needs of the farmers about this policy are, which is the key to specify this policy. Based onthe demanding of farmers in Ma village of Xuanwei city on the policy, this article finds that because of the limitations of traditional knowledge ofproduction structure and species breeding, farmers are more interested in the policy of the development of production, while they are less interested in the policy about village's image, such as the cleanliness. According to the actual demand, it further proposed that in the less developed western rural in China, the urgent policy of socialist construction of new countryside is to promote the problems like the development of production.
