Abstract: Famous sociologist FEI Xiao-tong carried out anextensive investigation for the development of Western. Mr. FEI had studied the local national minoritys history and the present situation. He found thatthe western development mainly focused in aspects of material and economic interests, but ignored the culture and the arts. In the view of FEI Xiao-tong,there is a close relationship between the poverty of western and ecological imbalance. He pointed out that the ecological balance was the fundamental of western development and common prosperity were the focus of western development. He also thought human resource was the treasure house of WesternDevelopment. Therefore, he proposed that we must protect, develop and use the western humanities resources，and he considered only the human and geographicalcombined investigation of western development, could our country economy mature gradually，only such ability accorded with DENG Xiao-ping's thought abouttwo overall situations strategic of our modernization construction, could we conform to the strategy of our country promoting socialist modernization.
