Abstract: The development of any university should first have a correctorientation, which has a great influence on the survival and development of colleges and universities. Facing the new situation and requirements, whetherteaching and research university should be the developing goal for local agricultural universities? And how to develop? Based on presenting the meaning andthe features of teaching and research universities, this paper makes a comparison and analysis between Yunnan Agricultural University and teaching andresearch universities, and puts forward some suggestions on accelerating the construction of teaching and research university, which are renewing ideas,setting correct development goals;carrying out educational reform; continuously improving the quality of talents; forming features on major and subjectconstruction; further strengthening the scientific research and expanding social services; innovating management system, improving management efficiency;perfecting the incentive mechanism, implementing college management and so on.
