Abstract: The development of higher education inChina has reached the period of steady growth after a large scale and high platform level development. The reform has entered into a complex and volatilearea of deep water. Viewing from the prospects in higher education development in the coming decade from The Planning Outline, this article not onlyspecifies that two bases and one entering into is the developing objective; improving the quality and taking its own features is the developing task;and deepening the reform and serving the communityis the developing path,but also gives some advices for reforming higher education.
