Abstract: Administrative tendency of Chinese charity organization results in “government failure”in it. From the point of formation mechanism of charity organization, the problem was caused by lack of powercontrol function of charity organization in the process of social progress, and cultural fault of folk consciousness on charity in the process of cultural heritage. To solve the roblem, one practical route is to construct social governance mode of charity, and the relationship, according to the model, is fairly cooperative and positively competitive between the government and charity organization.
