Abstract: The construction of rural social security system is an important task of new rural areas and social security system's building in Yunnan. We should establish the relatively independent ability of rural social security system, insist on the values of baseline equality, and treat the relationship between remedial function and development function perfectly. We also should improve and perfect the existing“multi-management system” of rural social security system in the base of the minimum living security, health security, compulsory education and old age security.
