Abstract: Dao was an important part of loacal system since Qin dynasty. Qing dynasty was the last unified period in China antient society. Through getting more information about how dao was set up and how dao was carried up as a kind of local system, we can know how the policy was conveyed to the lower political institutes,also can understand dao,s function between the provinces and the counties.The scholars did little research about this subject,so I intend to make further research on the base of the predecessors.
