Abstract: At the late 19th century, in the face of the sharpening class contradictions, the governments of many WesternEurope countries made a series of legislations and democratic reforms. These measures made many countries in West-Europe stepping into a period of relatively peaceful development. In this article, I would try to compare the stable transform of the period in Western-Europe with building of the socialist harmonious society of China now from the main social problem and the main measures, to find some similarities and differences between them and draw inspiration from Western-Europe′s experience to build the socialist harmonious society of our country.
