Abstract: The landstock mode has been in controversy since it appeared, which has been increased after the reform of Chongqing was stopped in 2008.The thesis starts with analyzing the reason of the rise of landstock mode, then makes several suggestions about the application of the reform in China, by dividing the land－stock mode into three level states. So the mode trade－offs should be considered at all level states of the characteristics and application conditions, and applied with related system.
