Abstract: With the trend of integration regional economic development， the GMS countries which lie on the water system of Lantsang and Mekong， upgrade the higher education international competitiveness， must face the international and domestic situation， localization and internationalization strategic choice. Based on the research of regional differences in co-operation and competitive advantage， this paper tries to provide theoretical support for sub-regional higher education development strategy and innovation.
