Abstract: With the carrying out and implementing the scientific concept of development in depth step by step， building an innovative academic environment has become one of the realistic tasks that science technology and a variety of specialized research areas must face.At present,the “environmental issues”encounbered by china’s academic research in general are:the short-sighted of ideological dimension，the imperfection of laws and regulations， the rigidity of investment channels and the management system. Basing on summatizing,combing and targeting the practical problems relates to,this paper tries to offer some ideas according to core dimension of academy freedom：the proper separation of academic and political， the gradual implementation of academic autonomy and the ensure of Academic. Finally，it concluded that：academic freedom should be the core dimensions that to build an innovative academic environment.
