Abstract: From the angle of demandsupply structure， this paper explores the reasons and solutions for the low utilization rate of foreign language books and periodicals in university library，and analyzes the current situations of both demand structure and supply structures together with effecting factors， holding that the unbalance of the reader’s demand structure and the library’s supply structure is the roots for the low utilization rate. Based on this， the approach to the balance of the supply and demand structure is suggested.
