Abstract: The Party Central Committee, the State Council implemented and advanced the Western Development. It laid a foundation for development of Yunnan，s economy better and fast. However, if Yunnan wants to achieve the target of build the welloff society in pace with the nation, the problem of energy, especially the problem of petroleum is one of the prominent problem for restricting the economy development of Yunnan. Yunnan build the state oil reserve bases is the necessary choice for the state petroleum safement. It has the positive significance for advancing the Western Development, and promotes the economy development of Yunnan better and fast. Hence, it can achieve the coordinated development of regional economy, and promote Yunnan achieve the goal of national unity, economic prosperity and the stability in border areas.
