Abstract: Analysis from the aspects of life, local laws and regulations are more closely related with the public. As a result, its of great significance to research the rule of local laws. This article takes the selection system about the government，s investment in construction projects in Sichuan Province as objective, teases it，s formation, sums up it，s conception and gives the measures, basing on the legal analysis and empirical analysis of selection system. Therefore,authors hope more and more academic colleagues pay attention to the rule of local laws.
