Abstract: Through years of the investigation on the rural biogas construction and application in Changning county in Yunnan Province of China, we considers that the construction and the development of rural biogas bring advantages to the rural eco-environment, advance sanitary condition, and improve the economic benefit in the county. whereas, seven major problems exist in such process, such as: non-assigned duty, lack of concern and unit realization, lack of concord among the implementation of the projects, insufficient fund investment, imperfect management and service system, non-achievement of benefit, and the nonbalanced development. Based on these problems, we propose five major strategies: the duty to be assigned and working mechanism to be implemented, propaganda to be enhanced, service system to be constructed to ensure rural biogas construction yielding the whole benefit, supporting fund to be enforced, scientific of planning to be adopted， rational arrangement to be ensured to the development of rural biogas construction in a whole coordinate direction.
