Abstract: The urban social welfare policy of the senior citizens in our country has gone from a planned economy to a market economy, welfare policy formulation of different periods is based on the prevailing socio-economic conditions and the idea of policy makers of that time .In the era of planned economy, highly planned economy and highly concentrated politics make basic policy of old people relief-oriented. In the era of the market economy, reforming of political democracy and market economy, government and social responsibility reposition, during this period the concept of welfare policy of urban senior citizens is changing from relief to welfare.
