Abstract: The cross-border movement of people makes a impact not only on the border region's politic，economic and culture, but also on security and stability of relevant countries. It has always been an important subject for academic inquiry. To be more specific, more accurate and more comprehensive to understand cross-border movement of people,the author researches on the causes, effects and solution measures of cross-border movement in Hmong people of Chinese's Tianpeng town and Vietnam's Miaowang county and obtains some results. Under the strategies of the Bridgehead, the author is hoping to manage our cross-border ethnic group helpful and develop the border Minority Regions.
