Abstract: Interprting the intention and the structure mechanism of the social energy from various points of view; revealing the relationship between the nature of social energy and the characteristics of the harmonious society from the historical and dialectical way of thought; proving 'human first' should be insisted， because of the inside premise and the outside circumstance on social energy; offering some suggestion on how to arouse the social energy of Yunnan by theoretical analysis, according to the situation of Yunnan province.
