Abstract: The systemic status and characters of international politics have been one of the important issues among international politics academy. The paper defines effects of complex in international politics,firstly,and explains macroscopical mechanism of international politics' complex basing on anarchy and international mechanism, which has provided the macroscopic basis for research of the international political complex theory.
