Abstract: There are some reasons why the judicial reformation, as one of expressive means, resulted in little effect during the Republic of China. First, political mobilization be stressed but be divorced from folk living, second, some concepts be emphasized and some slogans be propagated in spite of functions to be built, especially, statutes are formalism due to having local judicial organizations and officials under weak control. The judicial reformation during the Republic of China is an inspiration to successors, such as linking up effectively judicial practice and enactment, attaching folk living situation to legal system.
