Abstract: The community governing is a popular kind of governing mode which aims to realize the social stability in the period of the transform of society and economy at the present. But the research of this aspect of scientific world is too superficial. Through the investigative research, we find the theory of the institution school of thought on lock of institution and route relying can solve the difficulties of theoretical explanation on the research of community governing and create a stronger theoretical base and operating method to understand the community governing and promote community autonomy.
