Abstract: With the transforming of high education model from “Elite Education” to “Public Education” in opening China, the cost of running the high education institute is shared by multisectors instead of pushing government being solo bill payer. The implementation of National Educationalaids Loan strengthened the equity of educational resources allocation; it also assisted the financial vulnerable students to complete their study. This article raise recommendations to improve the loan related mechanism based on the survey and analysis.
