Abstract: With the advancement of the law construction and the boom of the regional science in China,regional rule of law has gradually become a new theoretical perspective among the subjects of managing state affairs by law. The importance is also increasingly conspicuous during the procession of promoting the regional legal system developed thoroughly. Regional rule of law itself contains the dual values of strengthening the theoretical awareness and promoting realistic question solution, its theoretical framework should be based on the definition of the region, the goals and the functions of the regional rule of law, the value orientation and the core content.
