Challenge and Solution of Resettlement Community Governance: A Case Study of Jing’ an District in Zhaotong City of Yunnan

摘要: 易地扶贫搬迁是中央确定的“五个一批”精准脱贫工程的重要组成部分，是打赢脱贫攻坚战的“头号工程”。 本文基于对云南省昭通市靖安新区的易地扶贫搬迁的社区治理问题调研，分析出在易地扶贫搬迁社区治理过程中存在着社区治理头绪繁杂分工不明、搬迁群众内心冲突明显和搬迁群众对超出生活支出的抵触等问题。基于这些问题，归纳总结各方面的经验做法，提出有针对性的对策建议，为易地搬迁安置社区的治理提供具体的对策和理论依据。Abstract: As an important part of the “five batches” of targeted poverty alleviation projects determined by the central government, the relocation of poverty-stricken areas is the “No. 1 project” to win the battle against poverty. Based on the research on the community governance of the relocation of poverty alleviation in Jing’ an New Area of Zhaotong City of Yunnan Province, this paper analyzes the problems in the process of community governance, such as the imperfect community governance system, the obvious internal conflicts of the relocated people and the resistance of the relocated people to spending more than life. Based on these problems, this paper summarizes all aspects of experience and practices, and puts forward targeted countermeasures and Suggestions to provide specific countermeasures and theoretical basis for the governance of resettlement communities in inhospitable places.
