Analysis on the Governance Path of “Hollowing Out”in Rural Areas Under the Rural Revitalization Strategy

摘要: 党的十九大报告首次提出“实施乡村振兴战略”，旨在打造产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的美丽乡村。然而，随着工业化、城镇化进程的迅猛发展，农村青壮年人口大量外流，农村“空心化”问题日渐突出。农村“空心化”从根本上限制了农村人才、产业经济、文化传承、组织建设等的发展，给乡村振兴战略的实施带来了严重挑战。治理农村“空心化”，关键是解决“人口流失”这一难题，既要千方百计吸引外出人口“回流”，又要想方设法让农民安心留下来，需从政策、资金、产业、人才队伍等多方面入手。Abstract: The 19th national congress of the Communist Party of China (CPC) put forward for the first time the “implementation of Rural Revitalization Strategy”, aiming at creating a beautiful countryside with thriving industries, livable ecology, civilized rural customs, effective governance and rich life. However, with the rapid development of industrialization and urbanization, a large number of young and middle-aged rural population outflow, rural “hollowing out” problem is increasingly prominent. “Hollowing out” in rural areas fundamentally limits the development of rural talents, industrial economy, cultural inheritance and organizational construction, and brings serious challenges to the implementation of the rural revitalization strategy. To control the hollowing out of rural areas, the key is to solve the problem of “population loss”. We should not only make every effort to attract the “return” of the migrant population, but also make every effort to make farmers feel at ease to stay. We should start with policies, funds, industries, personnel and other aspects.
