参与式发展视角下的山地废物管理探索以云南省怒江州知子洛村为例

Practice of Mountain Waste Management from the Perspective of Participatory Development: A Case Study of Zhiziluo Village, Nujiang Prefecture, Yunnan Province

  • 摘要: 在偏远山区,塑料袋等山地农村未收集的废物对环境产生了较大影响,如何更好地处理这些山地垃圾和实现山区可持续发展有待进一步探讨。本文以云南省怒江傈僳族自治州福贡县上帕镇知之洛村为例,基于参与式发展理论和焦点解决短期治疗法,主要针对农村社区发展如何通过山地废物管理实践影响受访者行为改变,并激励其积极开展垃圾收集活动。研究发现:焦点解决短期治疗法不仅可以促进社区发展,还能模拟参与式研究中的复杂过程;在废物管理公共物品失效情形下,受访者认为收集垃圾和焚烧方式是管理山区废物的最佳做法;提供系统的基础设施、预防空气污染和利用参与式发展作为提高认知或教育方法替代措施可以对政策产生一定的影响;参与式小组研讨提高了受访者的意识,还提高了他们想改变的愿望和能力,从而促使了废物清理活动以及激发了与他人分享活动中所学知识的意愿和能力。

     

    Abstract: In remote mountainous areas, the waste which are not collected in rural areas such as plastic bags have a great impact on the environment. How to better deal with these waste for achieving sustainable development in mountainous areas needs further discussion. Taking Zhizhiluo village, Shangpa town, Fugong county, Nujiang lisu autonomous prefecture, Yunnan province as an example, based on participatory development theory and Solution-focused brief therapy, this paper mainly focuses on how the development of rural communities affects the behavior change of interviewees through mountain waste management practice, and encourages them to actively carry out waste collection activities. Research findings: Solution-focused brief therapy in particular can not only promote community development but also simulate the complex process of participatory research. Respondents view that the collecting and burning waste is the best practice in the mountainous waste management in the context of the failure of managing public goods. Providing systematic infrastructure, safeguarding of air pollution and utilizing participatory development as an alternative to the awareness-raising or educational approaches can have an impact on policy. Focus group discussions have raised the awareness of interviewees, as well as their desire and ability to change, thus promoting waste disposal activities and stimulating the willingness and ability to share knowledge learned in activities with others.
