基于AHP的福建省漳州市生态农业综合效益评价研究

Evaluation on the Comprehensive Benefit of Ecological Agriculture in Zhangzhou City of Fujian Based on AHP

  • 摘要: 发展生态农业是福建省漳州市从20世纪90年代以来就已经规划实施的战略性选择,科学评价漳州市生态农业的综合效益,找出约束生态农业发展的关键性因素并加以改进,对政府决策行为具有十分重要的意义。生态农业是基于生态学和经济学学科融合基础上的新型农业业态,对其的评价应当是多角度多方面的,故而根据AHP法,构建了生态、社会、经济效益3个层次的评价指标体系和11个分项指标,并结合Delphi法确定11个指标的相应权重,在对指标数据进行无量纲化后对漳州市2013—2017年生态农业综合效益进行评价与分析。评价研究发现生态效益从24.2平稳上升到25.3;经济效益从10.1平稳上升到10.75;社会效益从2013年的65.5逐渐下降到到2016年的62.1,并在2017年断崖式下跌到48.3;综合效益表现出同样的变化趋势,由2013年的50.2断崖式下跌到2017年的39.2。最后,研究提出加大防灾减灾基础设施投入、加快提高农业推广水平、建设成熟的灾害预警防范机制的相关建议。

     

    Abstract: The development of ecological agriculture is a strategic choice that Zhangzhou has planned and implemented since the 1990s. Evaluates the comprehensive benefits of eco-agriculture in Zhangzhou, identifies key factors that constrain the development of eco-agriculture, which is very important for government's decision-making behavior scientifically. Ecological agriculture is a new type of agricultural industry based on the integration of ecology and economics, its evaluation should be multi-angle and multi-faceted. Therefore, according to the AHP method, three levels of evaluation indicators system of ecological, social and economic benefits are constructed, and 11 sub-indicators combining with the Delphi method determine the corresponding weights of 11 indicators. After the non-dimensionalization of the indicator data, it evaluates and analyzes the comprehensive benefits of eco-agriculture in Zhangzhou from 2013 to 2017.The research shows that economic benefits and ecological benefits have risen steadily,the social benefits continuously decline, as well as comprehensive benefits.At last, proposals have been made to strengthen investment in infrastructure of preventing disasters and reducing damages, enhance agricultural promotion level, and construct disaster warning and guarding mechanism.
