明清滇池流域捞鱼河水利灌溉体系和水权管理研究

The Study of Irrigation System and Water Rights Management of Laoyu River in Dian Lake Basin in Ming and Qing Dynasties

  • 摘要: 捞鱼河是滇池东岸重要的灌溉河流,流域内水利工程众多,包括闸坝、堰塘及灌溉沟渠等,这些水利工程相互配合形成比较完整的灌溉体系。同时,作为捞鱼河流域重要的水利工程,过山沟形成了分水引水蓄水灌溉归水这样一个有机循环的水利灌溉体系;在水权管理过程中,过山沟灌溉区内形成了以出工出资为核心的水权分配制度和以水长为中心的水权管理组织,但这些制度和组织都具有民间自发性,是非正式的。

     

    Abstract: Laoyu River is an irrigative river on the east of the Dian Lake. There are many water conservancy projects, including gates, dams, weirs, irrigation canals and ditches, which constitute an intact irrigation system. As a significant water conservancy project in Laoyu River Basin, the Guoshan canal has formed an organically cyclic irrigation system which was described as water distribution-water diversion-water storage-water irrigation-water return. It has formed a rule of water rights distribution which was built around labor and capital, and it also built a water rights management organization around Shuizhang, but it was born in folk by idiopathic and was unofficial.
