“一带一路”背景下云南高校面向南亚东南亚留学生教育发展研究

Research on the Development of International Students Education of Yunnan Colleges and Universities Facing South Asia and Southeast Asia under the Background of One Belt and One Road

  • 摘要: 多年来,云南凭借其独特的地缘优势和亲缘优势,面向南亚东南亚开展了全方位多层次的留学生教育合作交流工作,正在积极打造面向南亚、东南亚国家留学生教育目的地。云南面向南亚、东南亚国家留学生教育呈现出走向规模化,生源稳定,学科设置齐全、优势学科明显,非学历教育与学历教育方面齐头并进,总体自费生比例较高、奖学金有所倾斜的特点。在一带一路背景下,政府应加强战略规划对接和政策磋商,积极签署双边、多边和次区域教育合作框架协议,打造云南与南亚、东南亚国家学术交流平台,构建云南与南亚、东南亚国家高等教育质量保障与评估体系;高校应立足自身发展战略和云南参与共建一带一路规划,与沿线各国开展形式多样的合作交流;社会力量应积极参与到留学生的招生、咨询、中介服务、社会融资、民间捐赠、人才储备、就业等事务中来,做大做强留学生教育格局。

     

    Abstract: With its unique geographic advantage and relative advantage for South Asia and southeast Asia, Yunnan carried out a full-range, multi-level work of international education cooperation and exchange and multi-level, and it actively built international students education destination facing South and Southeast Asian countries for many years. International students education in Yunnan appears to be scale, stable, complete disciplines setting and preponderant disciplines, nonacademic education and academic education going hand in hand, totally higher proportion of self-paid students and the appropriate tilt of the scholarship. On the background of OBOA, the government should strengthen strategic planning docking and policy consultations, actively signed bilateral and multilateral and regional education cooperation framework agreement. And colleges and universities should be based on their own development strategies to participating in the construction of OBOA strategy, carry out various forms of cooperation with countries. At last, Social forces should be actively involved in the recruitment of students, consulting, intermediary services, social financing, private donations, talent pool, employment and other services to promoter international students education pattern.
