Abstract: Data sovereignty is intangible assets which related to the important wealth of countries, companies, enterprises and individuals. In order to adapt the chance and challenge, this article starts with the definition of the data sovereignty based on the national, corporative and individual level. And then, this article illustrates the importance and value of the data sovereignty. Discusses the challenge data which sovereignty is facing from several aspects and data transfer condition of sovereignty. Finally, it puts forward to establish independent controllable system and give the advice to strengthen the protection system and to improve the legal system.
