Abstract: Higher education policies is the roadmap of the higher education development, Yunnan higher education has many advantages for opening to Southeast Asia.On the strategic background of the China's entry into WTO and implement One Belt and One Road, the Yunnan Provincial Party Committee of CPC and Provincial Government unveil many policies of promoting the higher education Going Out and Introduce In, especially oriented to Southeast Asia.Use policy science to interpret two important policies of the Yunnan higher education opening to Southeast Asia, then offer references for formulating new policy initiative and solution channel.
