Abstract: The Heard States Project of America began in 1965, known as the National Laboratory for pre-school education. From the perspective of historical development, using the method of literature research, the paper makes a review of the emergence and development process of the Heard States Project. The innovation of this paper is to clarify the historical context of the beginning of the plan, and to clarify the development focus of the beginning of the plan in different periods. By reviewing the history of the Heard States Project, we can provide experience for the development of pre-school education in China, for example, pay attention to education compensation, encourage parents to participate in the teaching process, shaping a good community environment, etc.
