Abstract: The rural reform is the important content of comprehensively deepen reform. To deepen rural reform to solve the SAN nong questions, stimulate the vitality of rural development, promoting the sustainable development of agriculture and farmers' income is of great significance. In recent years, Honghe Prefecture according to the arrangements and requirements of the central and provincial on deepening the reform of rural, formed a five change two turn rural reform of the system, which is effectively promote the development of rural reform. From the practical point of view, there are still some problems and difficulties. This paper obtains from the system framework of the Honghe rural reform, analyzes the main problem, puts forward the corresponding countermeasures, in order to provide reference and guidance for Honghe prefecture to promote rural reform and development.
