Abstract: With the continuous advance the strategy of bridgehead and theBelt and Roaddeepening of the openness for Yunnan Province, the internationalization of higher education of Yunnan and southeastern, southern Asia has gradually become a breakthrough for the further exchange and cooperation for both sides. To guide Yunnan higher education international exchange and cooperation with SWOT theory is helpful to clarify the advantages and disadvantages for the development of Yunnan higher education international exchange and cooperation. The countermeasures of higher educational exchange and cooperation are clear as follows: seizing the opportunity of higher education international cooperation, strengthening connotation construction, advancing the going-out strategies.
