Abstract: New urbanization is the urbanization of people, which is the citizen of the agricultural population. To achieve the citizen of agricultural population while not the household registration, the coverage of basic public services must be popularized to achieve the equalization of basic public services. Taking Honghe Prefecture as the research object, this paper finds that there are non-equalization status quo of urban-rural and north-south in basic public services, such as health and education, then summarizes the causes. Finally, combining with the Honghe Prefecture reality, it proposes the equalization path, that is transformation mode of economic development, rational division of powers of office, overall development of urban-rural and North-south, at last, it will realize the path of equalization of basic public service.
