Abstract:
Since Chinese government launched a nationwide large-scale poverty-relief program in the 1980s, the poverty alleviation implementation in Kaili, which is part of the contiguous destitute areas of Yunan, Guangxi, and Guizhou, has been fruitful, and Kaili has witnessed a drop in population suffering from poverty, an improvement of infrastructure, many achievement of social undertakings, and a rapid growth of residents' income. But over the recent ten years, the rural poverty of Kaili, compared with the whole country, has deteriorated. On the basis of field research, this paper analyzes the bottlenecks in the poverty reducing implementation of Kaili, and advanced suggestions corresponding to these bottlenecks and other challenges the poverty-relief programs face in a new stage.
