Abstract: In the Border ethnic areas in Yunnan Province, there are 16 indigenous ethnic groups with a rich and colorful ethnic culture accumulated from the long-term production and life practice. Their colorful ethnic and folk customs have become a treasure of our national culture resources. In recent years, the rural grass-roots party organizations have taken various measure which the people of all ethnic groups love to inherit and carry forward the national excellent culture, meet the growing cultural needs of the masses, which has gradually enhanced its capability of cultural construction. However, there are also some considerable problems, such as the low quality of cultural activities' lack of cultural activities' facilities, lack of literary talents, insufficient cultural industrialization. So to improve culture building capacity is the important aspect of the reigning ability construction of rural grassroots party organizations in national regions.
